Iraq has not been mentioned....yet

In the recent stories over A.Q. Khan admission that he sold or gave nuclear weapon secrets to Iran and North Korea, the mention of Iraq is conspicuous by its absnece. CNN.com has a thorough timeline of Pakistan's nuclear program Including this interesting item:

"August, 1990: Two months after Iraq invades Kuwait, intermediary claiming to represent A.Q. Khan meets Iraqi intelligence and proposes helping establish a project to enrich uranium and build a nuclear weapon. Pakistan later termed the offer a fraud. "

Would contact with Khan represent a weapons of mass destruction related program activity?
